Dental, Orthodontic question about Baby teeth.

My Daughter may need some serious dental work

I took my sixteen year old daughter to her dentist.  She has still two baby teeth which are her two top eye teeth.   The dentist took X-rays to see if she show any signs of having her permanent teeth yet.   He said there seems to be there but that they are up high.

He is saying that she would need to have both baby teeth pulled and in order to make room for the permanent teeth to come out straight and she would also need to have braces.  Not only that but they may need to pull the adult teeth out slowly with a wire in order to pull it into place.  I do not understand how they go about doing that.   I really do not get all of what he was saying but I think that was what he was telling me I needed to have done for my daughter.

Her baby teeth seem fine right now and I know she should have lost them by now but if her adult teeth are not ready to come out on their own do we really need to do so much dental work?  This seems extensive to me.   I am calling my dental insurance plan to make sure all this would be covered before making a decision but would like to know if anyone else seems to think this is too much and the dentist is just padding up the bill.
